GENERAL DEFINITION OF WORK:
Responsible for the complete oversight of all activities associated with the Billing and Collections division functions. Successfully completes all related work as required under the general supervision of the Vice President of Customer Service. Supervision is exercised over subordinate personnel.
TYPICAL TASKS:Responsible for managing the delivery of accurate and timely billing, collection, write-off and bankruptcy functions through managerial oversight of assigned personnel. Responsible for the accurate calculation of charges for services and billing of utility accounts including adjustments as required. Ensures proper handling of delinquent accounts along with efficient dispatching of service orders and communication to the field. Manages and monitors the write-off and bankruptcy functions in the timely processing of bad debt accounts to collection agencies for recovery and proper handling of bankruptcy accounts.Conducts timely division meetings and maintains effective communications with division employees.Oversees the quality of the Customer Information System (CIS) data and records for billing and collections.Oversees CIS Systems Development Analyst responsible for identifying improvement opportunities that will maximize the CIS utilization and functionality. Serves Customer Service users as liaison with our CIS vendor. Works closely with our Information Technology department to ensure division business and service objectives are met in a timely manner.Responsible for receiving and handling customer inquiries. Generates appropriate correspondence relative to customer(s) accounts and general office operations. Works with other departments and business affiliates regarding utility bills and subject related business contracts offered by the utility. Responsible for developing the annual division budget, five-year plan, and is responsible for achieving the division budget targets.Generates related reports and attends business meetings and gathering as directed. Responsible for maintaining service contract and communications with the City of Kissimmee.Incumbent is responsible for employee hiring, performance management, training, evaluations and disciplinary actions of assigned personnel. Performs other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:Incumbent must have demonstrated strong leadership, customer service, and analytical skills. Attention to detail is critical. Comprehensive knowledge of billing and collections is required. Demonstrated ability to complete and follow through on all work assignments timely and accurately required.Excellent communication skills are required. The ability to handle customers tactfully is required.Ability to establish and maintain effective relationships with officials, employees and the public. Must be able to effective communicate and convey job related information with ease.Demonstrated leadership skills required including, but not limited to, the following: Assessing and developing employees, inspiring and focusing team to achieve goals, coaching for success, and maintaining a professional work environment.Incumbent must be highly flexible and able to change direction quickly on short notice. Must have willingness to take on new projects. Computer knowledge including, but not limited to, Microsoft applications and experience in customer information systems is required. Knowledge of metering and utility billing is required.
EDUCATION AND EXPERIENCE:Bachelor's degree in business or a related field from an accredited college or university. A minimum of five (5) years of related billing and collections experience is required. Supervisory experience required. Electric industry/utility experience preferred. Experience with KUA's Customer Information System (CIS) is preferred. Any related combination of education, training and experience.
